Before you follow anyone on Twitter®, you MUST have a completed profile. This means, you should have a short bio, your location, a link to a site that recruiters can go to for more information (for example: your LinkedIn profile and your Blog) and an avatar of yourself (not a clown or a picture of your child or your favorite cartoon character). Remember to reach out to existing Facebook friends for job opportunities; they're more likely to put in the leg work for you to find what opportunities are available in their organizations. What do you currently do to let your friends know that you are looking for a job?
