Proposal Writer - Lanham, MD
Responsibilities
- Identify, advise on, and compile winning proposal strategies in accordance with Shipley Associates Proposal Management training and POWER approach to proposal writing-Plan-Organize-Write-examine-Revise.
- Examine solicitations across various acquisition web portals that connect agencies and vendors with open opportunities for doing business with the federal government.
- Examine requests for proposals from the state of District of Columbia, MD, Delaware, and Texas (or surrounding states) with open opportunities to perform work as a registered state vendor.
- Collect, organize, and integrate proposal inputs from various sources, as well as assemble proposal volumes, tables, exhibits, and/or attachments.
- Build the proposal compliance matrix and track the fulfillment of all requirements for proposal development.
- Ensure the final proposal products are fully compliant with the Request for Proposal (RFP) requirements and are consistent with the direction of the BD Team.
- Advise BD Team of necessary teaming partnership to meet solicitation requirements to present best value management, staffing, and support to carry out task orders.
- Arrange Kick-Off Meetings and follow-on development update sessions.
- Follow solicitation and amendments for acknowledgment of amendments to ensure there is no question in the bid proposal that the offeror complies with all modifications of the contract RFP.
- Prepare and manage the proposal production schedule, including coordination of Color Team reviews (Red, Pink, Green, and Gold Team), final production, word processing, cover graphics, and copy services (if necessary for mail submission).
- Establish communication with agency points of contact for questions and clarity of solicitation instructions to offerors’ guidance.
- Follow-up with agency points of contact upon submission of the proposal to track award status.
- Conduct lessons learned review after proposal submission.
- Document feedback received from proposal evaluation upon non-awardee notice and involve other members of the BD team for the debrief to increase the likelihood of winning proposal selection in future proposal reviews.
- Attend government agency industry days and workshops to network with contracting officials and subject matter experts.
Qualifications
- Must be a United States Citizen
- Physically located in the Washington, DC Area
- Bachelor’s degree in English, Business Administration, or Project Management
- Prefer master’s degree.
- Excellent writing, organizational, and communication skills.
- Must be a manager of Microsoft Teams, Sharepoint and Microsoft products and services.
- Must be a conscious collaborator, a teammate that checks their ego at the door.
- Minimum 5+ years of proposal writing experience for the federal or state government.
- Must be familiar with UNANET customer relationship management software.
- Able to pass background and drug tests.
